If you do mean e-mail, I prefer FeedBurner because the e-mails can be delivered within a certain two-hour window and thus if you post by then, the messages will be delivered right away. FeedBlitz messages arrive about 24 hours after posting at least with the free version. And I've had GREAT experience with customer service on FeedBurner. Actual STAFF man the forum, respond to and FOLLOW UP on issues. When was the last time you got real support in the blogging world?

Not quite sure what you mean by "build a mailing list" but if you mean an e-mail subscription list, I'm very happy with Feedblitz.
