It's not all that helpful though aside from pointing to sites that have lots of smileys for you to download.... I'm guessing that the only way you can do it with blogger is to physically add the images to your posts by using the image code:
And of course, you'll have to make sure that you have the smileys in your image or emoticon folder. If you are using blogger hosted blog, the image code will look like this:
Don't forget to make sure that your webhost allows hotlinking to remote sites.
I know that there is a wordpress plugin that will cause :) to turn into the smiley image that is in one's wordpress smiley directory but I do not see that there is a similar addon for blogger.
